MRV (Measurement – Reporting – Verification) is considered the “backbone” of carbon projects, because all emission reduction or absorption increase results are only recognized when proven through a monitoring system with clear evidence and independent verification. In fact, the quality of MRV not only determines the number of credits issued, but also directly affects the project's credibility with local communities, regulatory agencies, and credit buyers.
On January 16, 2016, a webinar on the topic of “Effective – transparent MRV: the role of communities in forest carbon projects”, was organized within the framework of the Forest Carbon Network with the participation of over 80 delegates. The main content of the webinar focused on clarifying two core issues: (i) the basic requirements of MRV in forest carbon projects and (ii) the role of local communities in enhancing the transparency and long-term viability of the MRV system.
In the first presentation, Dr. Trinh Thang Long – Face the Future organization – provided an overview of MRV according to international standards (Verified Carbon Standard – VCS Verra) currently applied to several types of forest carbon projects such as afforestation/reforestation (ARR) and REDD+. Accordingly, MRV is not just about data collection, but a logical chain closely linked to the core principle of carbon projects: emission reduction or absorption increase results are always determined by comparing the project scenario and the no-project scenario (baseline). If the baseline is not rigorously established, then no matter how modern the measurement methods or technology, the MRV results will be difficult to ensure reliability.
The presentation also clarified the complementary role of data sources in MRV, including remote sensing data and field data, as well as the challenges in ensuring consistency between these data sources. Additionally, issues related to credit quality – such as data uncertainty, reversal risk, and buffer mechanisms – were emphasized as inseparable elements in MRV design and operation.
Building on that technical foundation, the sharing by Assoc. Prof. Dr. Nguyen Thi Thanh Huong – Tay Nguyen University – expanded the MRV picture to another important aspect: the social and institutional foundation of local communities. From practical experience in land and forest allocation and community forest management, cases such as Bu Nor hamlet, Tul hamlet, and Hang Nam hamlet in the Central Highlands show that communities are not just participants, but can become a platform that helps maintain the robustness and authenticity of MRV in practice. When communities are clearly empowered, have transparent benefit-sharing mechanisms, and their capacity is enhanced through practice, they can participate in creating and maintaining field evidence, monitoring forest changes, and supporting risk monitoring between periodic measurement and reporting cycles, thereby increasing the effectiveness and transparency of the MRV system.
Discussions at the webinar also showed that, to mobilize meaningful community participation in MRV, it cannot stop at mere consultation or short-term training. Involving communities from the MRV design stage, linking MRV with equitable benefit-sharing mechanisms, and recognizing the community's role in social monitoring are key conditions for the sustainable operation of the MRV system.
From the sharing and discussions at the webinar, it can be seen that effective MRV is not just a story of tools, technology, or calculation methods, but a combination of a solid technical foundation and a strong social foundation. Only when these two pillars are closely linked can the MRV system truly be transparent, reliable, and lay the foundation for the long-term development of forest carbon initiatives.
