
In 2025, the Draft Decree on the regulation of forest carbon sequestration and storage services was developed and circulated for comments among ministries, sectors, local authorities, and relevant agencies, organizations, and individuals for incorporation and revision, before being submitted to the Ministry of Justice for appraisal in accordance with the 2025 Law on the Promulgation of Legal Documents. This is a clear sign that the policy and institutional framework related to carbon—particularly forest carbon—is evolving positively. However, scientific research in Vietnam has so far shown limited evidence of keeping pace with these changes. This gap is significant, but it also presents an opportunity for the research community and scientists in Vietnam to take the lead in developing robust scientific databases and providing empirical evidence to support the refinement of the legal framework, while affirming their central role in realizing the economic potential of the forest carbon market.
On that basis, the Forest Carbon Network and the Agroforestry Policy Research Network jointly organize the webinar: “The Draft Decree on Forest Carbon and Key Issues from a Research Perspective.” “Draft Decree on Forest Carbon and Aspects to Consider from a Research Perspective.”.
At the discussion session, speakers from the Forest Protection Department (VNFOREST) and the Agroforestry Policy Research Network will jointly examine the following key issues:
- Decoding the key concepts and core structure of the latest Draft Decree.
- Discussing priority research pathways: which critical issues scientists should focus on in order to meet the requirements and opportunities that the Decree is expected to create in the future.
This webinar is expected to serve as an important bridge between policy-making authorities and the scientific community, helping to prepare for a new phase in the development of Vietnam’s forestry sector.
