Webinar “Effective Implementation of EUDR in Vietnam: A Local Perspective” was organised in the context of the EU Deforestation Regulation (EUDR) being approved for a one-year extension, providing additional “preparation time” for stakeholders across affected supply chains. In recent months, at the central level, Vietnam has undertaken important measures such as issuing guidance, standardising data, enhancing international engagement, and improving the legal framework to support enterprises and other stakeholders. However, the perspective from the local level – directly involved in managing land, production areas, data, and supporting enterprises – has been largely absent from discussions. In this context, this webinar was organised to solve the issue, creating a space to hear voices and practical experiences from local authorities, contributing to the refinement of Vietnam’s approach to preparing for EUDR.
Participating in the programme, Dr. Pham Tuan Anh – former Director of the Dak Nong Department of Agriculture and Rural Development – will share key insights from the preparation and implementation of EUDR in the area he once managed, including both opportunities and challenges encountered in practice. The speaker will also discuss the “necessary and sufficient” factors for effective EUDR implementation at the local level, from organisational structure, staff capacity, and coordination mechanisms with central authorities, to data standardisation for traceability. A key highlight will be the role of local authorities in coordinating and allocating production areas for multiple enterprises operating in the same locality, in order to avoid overlap, conflicts, and minimise non-compliance risks.
