On January 17, 2025, the EUDR – Forestry Network organized an online seminar titled "Guiding Wood Industry Enterprises to Meet EUDR ." The speakers included Mr. Trương Tất Đơ, representative of the Department of Forestry; Mr. Nguyễn Văn Tiến, representative of the Forest Protection Department; and Mr. Trần Lê Huy, Head of the EUDR Working Group of Timber and Forest Product Associations.
At the seminar, Mr. Trương Tất Đơ from the Department of Forestry shared information about the Interim Guidance for the timber and timber product industry to comply with EUDR. The guidance is designed using a value chain approach, focusing on compliance measures for various stakeholders, including exporters, processors, sawmills, operators, and forest owners. Emphasis was placed on the need to meet EU import conditions and conduct thorough risk assessments across the supply chain.
Mr. Nguyễn Văn Tiến presented key content related to timber traceability throughout the supply chain, as specified in Decree 120/2024/NĐ-CP, which amends and supplements certain provisions of Decree 102/2020/NĐ-CP on ensuring legal timber, and Circular 26/2022/TT-BNNPTNT on the management and traceability of forest products. Decree 120/2024/NĐ-CP expands enterprise classification and revises the definition of legal timber, stipulating that processed or confiscated timber is now prohibited from being reintroduced into the market. Currently, the provisions on export timber documentation under Decree 102/2020/NĐ-CP lack implementation guidelines, so export enterprises are advised to adhere to Article 19 of Circular 26/2022/TT-BNNPTNT. During discussions, participants agreed that the combination of regulations in Decree 120/2024/NĐ-CP, Decree 102/2020/NĐ-CP, and Circular 26/2022/TT-BNNPTNT provides a coherent framework for ensuring continuity in the supply chain, from domestic timber to export-ready products.
Mr. Trần Lê Huy, Head of the EUDR Working Group of the Timber and Forest Product Associations, provided guidance for timber industry enterprises to meet EUDR requirements. He highlighted the importance of adaptation solutions to EUDR by local authorities. Accountability is essential for the import of legal and sustainable timber products. Certification systems such as FSC and PEFC remain widely used by enterprises as evidence for meeting EUDR compliance standards.
During the seminar, the speakers also addressed several questions from enterprises regarding compliance with forest product inventory requirements for timber products such as wood pellets made from by-products, and clarified aspects of the Interim Guidance for the timber and timber product, issued by the Department of Forestry .
