Decree No. 112/2026/ND-CP dated April 1, 2026, effective from May 19, 2026, regulates the international exchange of Vietnam's greenhouse gas emission reduction results and carbon credits with international partners to implement the Paris Agreement, support national greenhouse gas emission reduction targets, and other mitigation goals. The Decree applies to agencies and organizations engaged in these exchange activities.
The Decree covers forms of exchange within the framework of Paris Agreement Article 6.2, Article 6.4 Mechanism, and also forms outside Article 6; concurrently, it establishes a mechanism for approving international transfers, recording them on the national registration system, and implementing corresponding adjustments in accordance with the Paris Agreement. The Ministry of Agriculture and Environment is the unified management agency responsible for implementing related approval and recording procedures.
Notably, the Decree stipulates the maximum international transfer ratio for greenhouse gas emission reduction results and carbon credits, depending on whether there are corresponding adjustments or not; the remainder after transfer is allowed to be used for domestic exchange.
